Fair enough. He has a trick for proving that he is a meta though, by balancing first a knife on his fingertip while moving his arm around, with the object getting bigger and bigger. Its a trick because it stays perfectly vertical. And his real goal is to bring Apex down, but that wouldn't exactly be known to people. He's been taking slightly shady jobs involving meta's in some form of trouble specifically to get their attention. And he has had no affiliation with the league.

You could have him be approached if you think thats better, but Wire is the one that tends to do the approaching.. Your call.

EDIT: and honestly, he's kind of a half meta... His powers just bring out the most that a regular human is capable of to the extreme, and not much else :|
