Dresden is pretty much unkillable in melee. If I were a SOLDIER tactician, I'd probably have someone hit him with a sniper from a long distance, so he doesn't have time to dodge. He can't dodge bullets, he can only dodge out of the way of gunfire before you shoot, meaning that if he can't see you, your shot is pretty much a gauranteed hit. However, sneaking up on a vampire is no easy feat.
