Another Idea for this. a new type of creature. a "Lurker" those who have been bitten that do not turn. They become a flesh hungry, mindless human. Who shambles and moans, his flesh does not rot but regardless will frequently be ripped to shreds or falling apart. These humans are still alive in a way though there is no hope of returning back to their former lives. Their brain becomes a completely self sufficient organ which drives their body. Though their heart still beats to pump the blood through their veins. 

They essentially become a walking blood bank for the vampires, who walk around mostly shambling. They devour the flesh of the living to sustain their needs. as do their vampire brothers. 

I'm thinking that the odds of becoming a vampire after bitten is like 33 percent. So that there will be a lot of these lurkers and then, these vampires.
