My bad. As the first post mentions, there are a few people heading up to the surface. While it is somewhat safe to travel on ((disregarding the mutants, bandits, etc.)) There are hotspots where you would need a gas mask in order to proceed. 

There is no rule restricting characters ((I will make one if it gets out of hand))
