I reckon in a fight like this, they need to be susceptible to physical damage. And unless it's justified, they should only really have a strong resistance to it if they're a melee fighter.

You could make it so that they are like the human torch, where they are on fire, but has a physical base. So hitting them would burn them, but it would do real damage to the flame guy.
