Toned, quarter Japanese.

Powerset: Kekkai (means "barrier" in Japanese)
Defensive Kekkai: A spherical barrier forms around him, and can be anchored into the ground at his feet to prevent it from moving or into objects to attach to them. Great against physical attacks, weaker against energy attacks. Class 2.7
Moving Kekkai: A spherical barrier that can move forms around him or his target. Weaker against attack than the defensive kekkai. This can be used to fly. Class 2.3
Mini Kekkai: A tiny barrier, the size of a marble or paintball is created. Very hard and durable, but if they hit something that's too strong they are destroyed. Shot from hand at first, but eventually can be set to float around the user, their movement controlled by the user. Multiples may be created, but the strength is split between all of them. Class 0 (not yet learned)
Exploding Kekkai: The kekkai releases its strength as kinetic energy either to the inside or outside of it. If done to the inside, the explosion is somewhat contained. If done to the outside, those inside are somewhat protected from the explosion. Class 0 (not yet learned)

Rogue powers: Sympathetic Healing: The user telepathically takes some or all of the pain, physical or emotional, of the person they touch. This makes the person heal a bit faster and boosts their immune system as well. Class 1.9

Personality: A nerd. While he was in highschool he was obsessed with learning as much as he could about Japanese culture. While he still reads manga, watches anime, and takes Karate classes, he has given up on his obsession for the most part. Now he is obsessed with learning what he can about this new world in which magic and powers are real. He often spends time in the base's library. That is, when he's not practicing his powers or his martial arts.

History: One night he was cutting through an alley on his way home from a friend's house in the city's Asian district, when he saw an Oni beating a man up for protection money. When it heard him and started towards him, he ran, but it followed. When it swung its steel-pipe club at him, he tried to deflect it as he had learned in the Karate classes he had taken, knowing that such a powerful blow would still likely break his arm. Just before it hit his hand, however, a sphere formed around him and deflected the club. He ran from the surprised monster.
Over the next few months he learned to control it, even learning to move it while he was in it to simulate flying. Then his grandmother got sick with cancer. He went to visit her in the hospital and showed her his secret. To his surprise she told him that her father could produce Kekkai as well, as could her brother. She could heal sick plants, but other than her garden, she didn't get much use out of it, especially with her strength declining. He visited her for the next several weeks, especially after the Chemo failed. A few days before she died he was sitting with her and could tell she was in pain. He held her hand, wishing that he had healing powers like her so that he could end her suffering. To his surprise, she told him that the pain wasn't as bad. He felt it though, like a knot in his stomach, eating him from the inside. He stayed with her every day until she died, taking away her pain as best he could.
A week after she died he started looking for a job where he could help people. He went to the police academy but when, halfway through, he was caught using his powers, the BPI came to him and offered him a job. He agreed and has been working with them for about a week.

Hebaboh: Cool. Viral reproduction, natural, or both? either will work. Or you could come up with a new or varied method of reproduction. For example, Succubi gametes kill off or overwrite competing ones, so half-succubi actually end up with most of their DNA coming from the Succubus/Incubus parent.
