Moe reacted slowly, but he didn't freeze up, he realized that this was either him catching Ally or Ally dying of shock, and that realization made him lunge forward, going as fast as he could, and catching Ally just before he touched the freezing cold water. 
His feet touched the water, but instead of the ripple that touching water usually creates, it froze beneath his feet, giving him a solid place to stand, Ally in his arms.
