I guess that makes sense, although you might have thought that the soldiers would have become selfish. By that, I mean they would have been safer behind their Apache gunships, cruise missiles, tanks and machine guns than if they went AWOL. They would have seen how bad things were first hand, no one in their right mind would have just "walked off" on a suicide mission to find their families. Which is unfortunate, because that kind of behaviour would mean countries would not have civil wars. If the enemy is near your family, you would be disbanding to go and protect them; meaning there wouldn't be any opposing forces left! Haha. 

But that's fair enough, if the Walking Dead's creator decided that's what happened, than I guess that's what happened.
