Hope you dont mind if I sort you ideas by time they can happen like a big hyped time line?~

-When arriving we part on two groups. The shopping group and the getting seat group.
The shopping one can over hear hints for the coup/overthrowing. 
-The groups meet up, have a nice time and Then in bar the fight breaks out, the dragons get distracted, in this time one gets kidnapped. The fight actually can be involving this people who want to overthrow maybe they are plotting it with the hunters. *looks at Silver Fox* you mentioned like a evil plotting of the hunters. You and Dalyuk can plan things on that front.

-At least one dragon is kidnapped, and being brought to the prison.
The rescue mission starts. 
While rescuing we discover this plotting and cannot ignore it.

-When freeing the kidnapped dragons more creatures are freed too. The Prisons have other creatures captured. One being the demon.
-Stopping or trowing back the overthrowing plan.

-The Demon can be a third like arc. In the next day, day where the children age to teens. We can use that demon. A accident, or prepared accident, causing the pact. We can see what to do in that arc.

Well thats just a small plan for what can happen in the human city. ANy changes are welcome.
