Well my idea with the hunters is that they've evolved far enough to figure out how to harness a dragons magic. Or at least make a valid attempt.

Since dragon magic is so powerful, it could easily be used to make weapons for human benefit (course this requires having a dragon and tormenting it to drain it's magical energy) to create a powerful technological magi weapon.

Along with having all the other properties dragons bodies have.

So I could see them using a plot to take over things, or even selling such weapons to people who want to use them in war.
