That's what I plan for Arms Slave to build himself around too; his weapons constantly apply DoT regardless of how hard they hit, so he hits his opponents many times to ensure that the DoT's build up. In that case Surviving Suffering would be most useful. I don't know if the agility score affects the firing rate of weapons, but it should increase the White King's physical agility and DPS. For a level 9, exponentially more than for Arms Slave, since for him it's a level 1 skill. And it's defensive buffs would ensure that if your opponent does have any instant kill moves, you can shrug it off like a boss. Though the idea of an opposing guild leader just chilling with her rival guild mates to be funny business. Though admittedly, if Moon Rider doesn't do good to represent, Arms Slave might defect simply because Moon Rider isn't doing anything with the guild.
