Ruby could potentially use powers similar in scale to S or SS ranked individuals. I am not be opposed to extraordinary hacking ability, or being able to harness existing technology to your advantage. With a suitable disadvantage, even having machines or programs rewrite themselves, potentially evolving them would be acceptable. It's that your powers have a very wide range of capabilities, and could scrape into S or SS Rankings if push came to shove. Add on Electricity Manipulation, a B Rank ability by itself, and I would consider you S Rank, minimum.
