One could slip into the empire and right out the other side without ever being detected. And, if someone so felt like it, they could probably just come in and start mining/cutting/doing whatever, and it'd take years for the Empire to find out.

But still, if there are THREE empires on one continent, then there won't be enough space for two empires and two smaller nations.
