Eh... Better, but still a minor problem. 

In a play-by-post RP, combat based abilities can make HEAVY use of cinematic time. An attack or technique that lasts up to a minute can take a single post... or it can take twenty. It all depends on the situation. Similarly, saying that X-Ability lasts Y-number of posts can be equally abused. as that enables a character to make many attacks withing a set number of posts.

I would suggest simply noting that the character is a novice in the technique and can only maintain it for very short times, possibly even only making a single attack when using the twin flying swallows. 

All in all, I have no other issues and approve the character. I hope you won't make light of the trust I am putting in you to not break that awesome ability.
