The definition of value is "a person's principles or standards of behavior; one's judgment of what is important in life.", so I'd say religion is a value since most religions have a set of rules (like Christianity has the Ten Commandments). For your other question, I'd suggest you have your character run into your partner in some way, I can't remember who your partner is off the top of my head though.
