Nice application. I am running a bit short on time, so forgive me skipping the formalities and such. :(

1. Personality and history are good.
2. Weapons good.
3. Using a technique from a young age isn't a special trait. I would more likely put intelligence there. Skills are things that can be taught and improved on the way. Traits are more or less gained. Experience or become cold/more friendly as example.
4. 

Your genin has above the two C ranked limit techniques ;
- The Great Fireball technique,
- The Flame Bullet,
- The Demon Flame Shuriken. 
( I am not sure about this, as there is no mentioning that he can spit oil in his skills or techniques. It made me think of the [url=http://naruto.wikia.com/wiki/Toad_Oil_Bullet]Toad Oil Bullet Technique[/url], which is a C ranked technique/ability. I would like it more if there is a mentioning if he can spit oil as a skill or ability, but that would likely require this technique. I will let another GM further consider this as I am a bit unsure to either accept or deny it now.)

One of them needs to be removed or you need to tune down the Flame Shuriken to where it is more a D ranked technique.

Thus a small change and I will accept it. Let me know when you have edit the Cs. :)
