Think about Spiderman. The government didn't really ask him to be a hero. He just came and started to be a hero.
That's kind of like what this team is. They came, banded together, and began to be a hero team. Think about Avengers Assemble. Except they weren't asked to do it.
The characters can start having already saved people, but nothing major. The heroes can't have saved the city from something, say, a nuclear bomb. That's a bit much. The most I'd be willing to allow would be the hero saving a [i]small[/i] hostage situation, unless otherwise said by Monster. The heroes can't already be known for saving the world from devastation.
