First point being, why would there be a mission available in that room if a first year team couldn't access it? Everyone at that meeting was a first year, so the fact that the first mission team RWBY tried to sign for was off limits to freshmen made no sense. That scene, I feel, was just there solely to emphasize "Hey, Ozpin is supporting team RWBY," but that should've been obvious when he interrupted Glynda voicing her suspicions when they were asking Ruby questions about the intruder. Finally, what did that actually solve? As Yang said, they're still going to be shadowing caffeine junkie during the day and crime fighting at night. Rules are still going to be broken. There are a lot of issues with RWBY, but this was just sloppy.
