not saying sabo isn't cooler and I expect sabo to be strong, but to be on admiral level is a bit much when luffy isn't even at that level. sabo and luffy should be around the same level since they both set out around the same time, granted I'd expect sabo a bit stronger with probably having harsher training, though still not at admiral level.
