Bavaria hardly does either. 1914 its army was still only 94,000. If Narc wants viable choices, Bavaria is pretty low on that list.
Bavaria probably has more power than Hungary :P At least politically. Like I said, it's not until 1867 that Hungary gets a lot of power as part of the Compromise of 1867 and the formation of Austria-Hungary. I don't want to say too much in regards to this, 'cause I don't want to seem like I'm trying to keep Narc as Bavaria for my own benefit (since it helps me to have a player as Bavaria, that I can actually work with), but I will say that Bavaria does have potential, and it'll no doubt be fun to play. It's right in the middle of a power struggle, after all. Belgium is better off, but the potential for fun is not as big as with Bavaria. It's not really very much fun when your country is stable but has nothing to do. Switzerland is prohibited from going to war by its constitution, so all you can really do as Switzerland is domestic. It's potential is very limited.
