I would feel that Earth would be in a similar state to that of COD: Advanced Warfare or something along those lines. Fairly advance with exoskeleton suits and walker tanks but no super star wars stuff since the year is only 2066. Trailer helps describe what I mean:

At least for tech level. As for the actual state of the world. I would say that borders haven't dramatically changed or anything. Maybe with the new world and such Earth's United Nations now is more important that ever, passing key resolutions on transport, immigration, and trade between the worlds. So maybe a slightly more unified earth? Perhaps just before the portal opened, earth had been recovering from World War Three or some major conflict?
