Never has that ever been said before in all of history, except regarding Barbarians.
There must always be an excuse, even back then people would disagree with people dying for no reason. Even if the reason is simply "They are foreign.", they would hide it behind some sort of veil, normally to do with assassinated nobility, or they are filthy heathens.

Taking Game of Thrones as an example, Joffrey goes to war because he is a bratt, but people side with him because he made it seem as if Ned was a traitor. In actual truth he just wants the realm for himself, but he pretends that this is a matter about realm stability
