Mages themselves are somewhat rare, however they are as common in any of the other kingdoms as they are in Valeal. In fact, with all the anti-magic sentiment and Order of the Roses stuff going on in Valeal, it's likely that most mages are trying to GTFO of that place. The Mages Tower was really a training ground to usher mages into the service of one government or another, and since its destruction the number of mages not affiliated with any of the governments has exploded. But yes, magic is really considered such a powerful force that any mage who doesn't want to work for a king or noble would likely be trying to conceal their power, since mages are such powerful assets people really try to grab them up whenever they have a chance.
