Assuming it is, here is my CS:

Appearance: 5'11, very fit, lean body. His super hero suit is black and covers him head to toe. On the back reads "ANTI" in big, red letters. He has a vest underneath to resist bullets. When his hero suit is off, you see he has short black hair, light blue eyes, and a fairly average face though his expressions hints at his insanity.
Alias: ANTI
Age: Believed to be in his mid to late 20s
Gender: Male
Vigilante or Villain? Vigilante
Type: Metahuman 
Personality: Cheerful, sadistic, mildly insane, hedonistic, and though he leans more towards the definition of a "good guy," he moral character is more often than not questionable.
History: Little is known about this urban legend. Some say he is just a fairy tale bad guys tell their kids at night "Rat on pop, and ANTI will get ya." He is no legend in Gotha, of course, as it seems he recently came here from the midwest, given that this is where he is spoken of and feared the most. Others say he has been here for a while...watching...
Of course, it is also entirely possible that he is just like any other super human, manged to master stealth and get his hands on a high powered sniper rifle, and came to Gotham to serve his own brand of justice in this crime ridden city.
Other: Powers include super strength, higher speed than a normal person (though no match for The Flash in that department) incredibly strong bones, and the ability to turn invisible. As far as equipment, he has a Barrett .50 sniper rifle and a pair of nunchucks. He black belt level knowledge of kung fu and krav maga.
