He probably fits, 'cause, while as of right now his power isn't as powerful as the name makes it sound, it can still become rather dangerous if trained. So yeah, I think your SD guy fits. Yep, coming of age is when you turn 16 and have had one year in the IK to prove your worth as a Kaijutsin. Well, yeah, distorting time and space is mainly what your ability is, just try not to go overboard about it.
