... You know that taking an image of the galaxy and marking out the locations of the systems on that makes it a map of controlled systems, right? So nobody ever did this? Nobody ever made an image of even an arm of the galaxy and drew a line off a star which simply said "Hey, this star contains *name*, you are here"

Modern day scientists have marked out Earths general location on maps of the galaxy. In the far future of an advanced alien species where they run an interstellar empire, not a single person ever thought of this simple idea...

In your fairly liberal society, no one did this or anything similar to inform the masses...
