Vul'kruun possess enough nuclear arms to actually pull off something similar to what So Boerd is suggesting. It's just that such an action would leave them depleted of their most effective weapon system. Delivering their nuclear weapons to the target also poses significant challenges.

EDIT: Though, every species in this roleplay has the capacity to wipe out entire civilizations if what's been unfolding in the IC lately is taken into consideration.
