Yup, I've had several students with disabilities who attended. From mental retardation to people completely trapped in wheelchairs and barely able to move. It's against the law to withhold them from attending a regular school in the US as long as they get the proper guidance. Japan may be different but from what I understood, this is completely realistic. 

For the blind, brail books and assistance in maneuvering. Yes first day, she will not be wandering by herself because she needs to know the environment first.

As for being able to play her, I like a challenge. A different perspective and she's talkative so as long as other characters don't just not acknowledge her existence, should be fine ^^
