Legion: Create is just a fancy name, not literally creating an entire legion.

The Gu'mans ability to craft is greatly enhanced through the direct link with the stone, thus decreasing the time it takes to create things majorly. Thus it would take a long time to repair it, since Mundus isn't in direct connection with the Monolyth. Basically, beneath the shadow of the Monolyth it would take 24 days when outside of it's influence it would take 24 months.

According to his age and appearance, the former is the proper choice.
