Yes, forcing Hannibal into the Alps is a sound stratagem! 

On the question of the legions' conduct against Rome's bane, we should all be prepared for compromise. Things have been handled well this far, but I would prefer (as has been mentioned) that Rome didn't win the war against Hannibal in one single fell stroke. 

LordZell will be formally removed from the RP, come the next game turn, with his Legatus executed for a grand display of incompetence, and his legion will be disbanded. 

Inactive players who are trending towards Zell's behaviour will be dealt with in similar fashion.
