Sorry to fast track your plans in such a way, and I promise it wont happen often, but the Hannibal situation presented a unique opportunity that I wanted to get all players involved in.

I thought you [i]may[/i] have been active, so I neither accepted your legion, but nor did I relegate your legion to the Hall of Shame. You've missed the opportunity to take part in the battle, unfortunately, but you will be included in the next round of Senate orders - or the follow up battle, should the situation demand one. 

In fact, in the event that Rome loses the battle, your legion may well be the rearguard as the rest of the Consular army retreats. We shall see!
