It might work better with the Prime Minister. Maybe the Queen would be one of the biggest supporters of the group especially PR wise. People would assume they answer directly to the queen, but again she wouldn't have much official say in their duties. Unless you go the Hellsing route and she actually does have a lot of secret influence.
