No they do not constantly try to remove it, and it's not very burdensome. It's [I]dog[/I] armor, so it's going to fit around their body fine. As for where it got forged, I'm just going to say a place very far away; dogs wore armor back in the day, so I don't see it as particularly extraordinary.
