~shrugs~ Do you want to edit it, I was including most of russia in europe there was to be one in france for western europe. The idea being that some areas (Like deep south europe) are quite dangerous, Where as some areas eastern europe and japan were pretty safe. so there would be some portals to outposts in the wilds and outposts in the safe areas. Also, Assume that there are portals in all the capital cities. Debating where to put the human capital. Any prefrences?
