Pfft, thats Norway and sweden, England is the home of the Zepplin craftsmen! 
The fact its norway/sweden is due to their massive empire and aggressive nature in the medieval era and lack of technological advancement. Where as the use of england as a Zepplin engineer is a reference to the industrial revolution
