Eh.. More or less. 
Basically, they're [i]very[/i] rare to begin/start appearing- meaning everyone is going to have a separate time (emotional event or by other means) in obtaining theirs. No Cascade this, Cascade that, one after another. However, seeing as how the characters have to adapt to a new fighting style using their "new" Hissatsu, it's going to be rough using them at first.

The reason they are called "Cascades" is because of little gems normally worn on the character. For you guys, I'll make an exception.
