They are a form of Hollow and thus would not be allowed. The point of this group, at least originally maybe later it will change, is to hunt hollows which will be elaborated more later on. Quincies and Fullbringers are only allowed at the moment. However there is the possibility to gain similar abilities to them later if you focus on your inner hollow power though that might alienate the group especially out quincies.
