Armor Penalty directly reduces AGI (making you slower), but there are Skills that you can (and will just by using armor/shields) acquire that reduce Armor Penalty from these equipment types. Armor Penalty also weakens some powers (like Magic and other such things). You also will get Armor, but after we start the game.
