Sif blessed Laverna, because at one point Sif had "courtship" with a mortal.
Then the bloodline went down and down....
Down to Laverna, Sif had seen potential in this girl and blessed her with powers over his domain.

Sif didn't make love to Laverna's Mother.
More like great great great great grandmother.
Sif is more of an entity, if he can take a physical form it could only be for several seconds. He watches over, tries to help as much as possible but can't fight her battles for her.
