Well he's not alone anymore. 

So here's the geography, hope I'm not stepping on any toes: I95 stretches across, I don't know where Michelle and Alex are, but both Lee and Jagred are on the Eastern side. Jagred is somewhere at a vantage point, Lee and Charlotte are now both inside of a house in a cul-de-sac. 

So Scar is the official Co-GM, I don't know if he's around to roll for Charlotte's actions.
