While the idea to change the time might create interesting story opportunities you can't forget that most people are here for One Piece and too big a change can be unsettling. However the rp already takes place after the anime/manga so in my opinion some advances would be okay, for example submarines and androids becoming more common, the synthetic Devil Fruits expanding beyond just the Zoan type, stuff like that
