To be fair, he's a seemingly normal person (not a hunter) whose managed to fight reasonably well again super powered teenagers with gun swords. I'd argue he'd have beaten Blake back at the docks if Sun didn't intervene. Same with the train had Blake not used her special shadow clone no jutsu.
