one would assume that not all demons want to eradicate angles/humans, hence the rebel town. I'm actually discussing playing a Rebel banished power-stripped Demonic Lord with the gm right now. so he'd be a bad guy, turned good with limited powers. and one would also assume that while in said havens, there's a "No power" rule, to stop anglicans outright killing friendly demons, and from bad demons sneaking in.
