The RP's structural integrity wasn't designed for constant semi-absentees and full blown AWOLers on a frequent basis. The problem is, that although change is needed in the current set up, I'm not sure which way to go with it. At the moment, the easiest way I could see it being resolved is that the appointed commander of a multi-legion force would be given semi-GM authority over the legions of players who are slowing down their side of things. And as for the legions that have been totally inactive, well, to the Hall of Shame with them I say. If it gets to a point where realistically, we need more soldiers, then I'll consider either a recruitment drive, or adding additional legions to existing legates.
