I'll give set up some issues in the city, explain a bit of what it's like and then you guys do what you want to give your character life. I wanted more people to be here before starting so you could create some story together but we'll make due with who we have now.

Yup, no need for me to be the ultimate hero in this. It's YOUR characters. The whole point of this is to give you guys a world in which you can create characters, stories, locations, and so on that YOU want. All I ask is that it stays within reason...The specific rules haven't been defined because I'm going to try and give you guys freedom until you push the limits too far and I'll make up the rules as we go.
