Normal orders are rolled to determine the effectiveness of their implementation—it is possible for them to fail completely near the bottom of the roll values. National focus orders are rolled as well, but with no possibility of rolling below a certain amount. You still might not be perfectly successful with a national focus order, but it's guaranteed to work to some degree. Normal orders and national focus orders can be paragraphs long if you'd like, but generally stick to one particular area (though not necessarily one particular stat). For example, if you wanted to do two orders in one turn to boost infrastructure, you might have one order to pave new roadways and one to expand a major shipyard. Both are in a specific enough area, but affect the same stat. War orders are things like mobilization, movement of troops, assembly and positioning of armies, and invasion plans. Only available during a war.
