He decided to join the Empire because it would have been entirely easier to gain command of troops and crews and gain a ship of his own. And with his intelligence he knew he'd be thrown into war, but he knew how to survive. He didn't have a liking for killing living creatures, but as long as he had his ship and was on the winning side, it didn't matter. To be brutally honest, he didn't have a care for the Empires ideals or goals, this was something he actually told Lord Vader in a very short meeting with. Lord Vader sensed it about him, and Herald spoke the truth as it was all he could do. However, he had honest intentions, and the Rebels would never be able to offer him such a position. While in the Empire he had riches, looked amazing, had a ship, a crew, command of loyal soldiers, and he could almost do whatever he wanted. All in exchange for using his masterful tactic abilities for the Empire. A little final remark he gave the Lord, "And, you know... Imperial does sound entirely better than being a Rebel."
