How about cauterization, any wounds that are burned shut or cauterized *possibly by acid as well, to give our villain a way to actually be threatening* will regenerate exceedingly slowly. That gives you the potential for being a tough opponent, but also for the enemy to learn from their mistakes and actively challenge you later on. It's really just the regrowing limbs that throws me, the rest of it I'm fine with. I'd say maybe he can influence particularly weak willed individuals at best. I personally don't like it but if it's something you REALLY want, I'll leave the final say to Viridian, I won't be upset by it if she allows it or anything. The inhuman beauty I'm totally fine with.
