What's to keep him from selling bad meds if it brings in the money?
Only the risk of losing repeat customers or getting bad press. If you're just passing through and happen to find him, you're probably better off risking a visit to a real doctor and hoping they don't turn you in, or trying to bribe them. Could he offer medical services, with an occasional status effect happening more often the more injured you are? (ex: If you sprained an ankle, you get patched up with only a bit of residual grogginess, like slightly slower speed. If you're near death, you have full-blown hallucinations for a few minutes.) I'll work on character sheets for them. The people in the area don't have much use for a King or rulers. If you hurt someone, them or their friends/family will make sure you pay them back. All such judgement were voted on by the people of the city every Friday night at the tavern, with a person needing to convince most people that they were wronged in order to get a settlement. His father was a hunter, and he never knew who his mother was, as she left shortly after he was born and his father never spoke of her. He learned to hunt, trap, and forage from his father but, last winter, his father was killed when there was a cave-in in the cave they were spending the winter in. That spring he sold what they had and traveled East to the city, believing that it would be easier to make money there. He took odd jobs or joined hunting parties along the way, arriving in late summer because of it. When he got there, though, he realized that there were too many rules to follow, rules which didn't make any sense like a minimum drinking age or one banning men from cross-dressing. He moved out of the Inn and into Fake-Rock Cavern just outside of town, and made it his mission to show the people of this city that the rules were just the official's way to control him. When winter came and snowed him in, however, he knew he had to find help within the city if he was to fulfill his mission.
