Not that she'd know but that maybe the bowls would have been filled entirely or mostly with Gale and Prim's name respectively so Gale essentially didn't need to volunteer for Prim's sake. If we wanted, we could have her and the gang sift through the envelopes and find out Snow did rig it all, thus probably proving how dangerous things really are and how pissed Snow is. Does that make better sense?

Poor Prim, I hope it doesn't seem like Gale is leading her on too much, he does value her friendship and by now she is beginning to be seen as a girl, not just someone connected to Katniss.
